ESSER Use of Funds
The American Rescue Plan Act of 2021 (ARPA) was passed March 10, 2021, and authorized by President Biden. ARP ESSER III, which are federal COVID-19 stimulus relief funds, provides a total of nearly $122 billion to states and school districts to help safely reopen and sustain the safe operation of schools and address the impact of the coronavirus pandemic on the nation’s students. In addition to ARP ESSER III, the ARP Act includes $3 billion for special education, $2.75 billion to support non-public schools, and additional funding for homeless children and youth. The ARPA legislation requires that a minimum of 20% of funds are utilized to “address learning loss by implementing evidence-based interventions (e.g. summer learning, after school tutoring, extended day/school year programs) to respond to students’ academic, social, and emotional needs.”
Budget Development
Glascock County School System conducted a needs assessment and surveyed parents/community to help identify the needs and uses for ESSER III funds.
The announcement of the ARP funds occurred during the FY22 Budget development cycle. In response to the strategic action plan and school improvement plans, along with school leader, parent, and board member inputs through forums and surveys, the Glascock County School System prioritized $230,631 of funding to support learning recovery and acceleration resources and $550,000 to support improvements to school facility ventilation.
In April 2023, after receiving school leaders, parent, and board member inputs through forums and surveys, the Glascock County School System submitted a revision to the ESSER III LEA Plan to allocate $167,743 to support learning recovery and acceleration resources and $643,125 to support renovations/improvements to the school facility to reduce virus transmission and exposure to environmental health hazards. The revised plan was presented to the Glascock County Board of Education for endorsement and the revised plan was formerly approved by GaDOE on May 19, 2023.
